A memeber of iWeb Tool Forums asked and a very interesting question; how do you define what high quality backlinks are? I have come across this question in the past, I always find it quite difficult to answer so I offerred the following as a possible answer to the question.

Well, not all sites are created equally as you know, I will use examples to illustrate what is and what is not a high quality back link, this are not definitive but its a guide.
1. link from so called authority site for example a link from www.oanda.com (PR9) is of higher quality than a link from say my blogs (www.temi.co.uk)
2. A link from my blogs, is of higher quality than a link from PR1 link farm.
3. A link from PR1 link far is of higher quality than a link from PR0 website
4. A link from PR1 website with 5 outgoing links is a better link from a link from PR1 website with 100 outgoing links.
5. A link from PR1 website with several strong sites pointing to it is better than a link from PR2 website without quality backlinks

As you can see, the variable that comes to play are diverse and interesting.

So if you have site “A” with over 100 links from PR1 and PR2 sites  and site “B” with 5 incoming links but all 5 links are from sites of Oanda.com calibre, site “B” with fewer but more high quality links will rank better than site “A” with poor quality but many more links.
