Google Geo IP working?

A lot has been  said about Google enforcing geo IP function meaning that a UK site hosted on a server in Australia for example will not rank well in google.co.uk. Being a regular user of google.co.uk I am not so convinced about this, the amount of non UK sites listed is incredible, I think the geo IP function is either not quite stable yet or its non existent at all.
